KANSAS CITY, MO – Kansas City BizCare, the Business License Division, and community partners are sharing updated guidance for street vendors as the City begins enforcement of new vending rules ahead of major 2026 events.
Kansas City updated its street vending ordinance in April 2026. The changes affect where you operate, how close you can be to similar businesses, and what licenses you must have. These updates support public safety, fair competition, and clear expectations for vendors working across the city.
Street vending is defined as selling or offering to sell any service or item in a public space. The code states that street vending includes activity on public streets, sidewalks, alleys, parks, and other public places. The code also states that a vendor certificate must be displayed at all times. One section reads, “A vendor certificate including all required licenses and permits must be prominently displayed” (Sec. 50‑453(a)(4)).
The most significant change is the new 300-foot rule. Vendors selling food or similar products must now operate at least 300 feet from a public entrance of a business offering similar items. The ordinance states, “Street vendors shall not sell… within 300 feet of a public entrance of an established business primarily offering similar products…” (Ordinance 260277, Sec. 50‑453(a)(15)). This applies during the business’s open hours.
The City is also enforcing long‑standing prohibited vending zones. These include trafficways, boulevards, and parkways. They also include the Brookside and Ward Parkway area, key downtown corridors near 13th and 14th Streets, and the area surrounding the Truman Sports Complex. The code states that vending is prohibited “within the Truman Sports Complex… enclosed by the road known as Dubiner Circle” (Sec. 50‑454(a)(6)).
To support vendors, BizCare created a simplified guide to help you understand where vending is not allowed:
• No vending within 300 feet of similar businesses.
• No vending on trafficways, boulevards, or parkways.
• No vending in the Brookside and Ward Parkway restricted area.
• No vending on 13th Street between Broadway and Wyandotte.
• No vending on 14th Street between Broadway and Central.
• No vending on the east side of Grand Boulevard between Truman Road North Drive and 13th Street.
• No vending on the west side of Oak Street between Truman Road North Drive and 13th Street.
• No vending inside the Truman Sports Complex unless you are an approved tenant or designee.
• No vending in posted no‑vending zones.
The Business License Division is increasing enforcement. Teams will be present at Union Station, Fan Fest, and nearby areas. Vendors working in these locations should expect license checks.
A peddler’s license is required for anyone selling door to door, at events, or in public spaces. The license costs $62.50. You will be asked for identification and business details during the application process. You can apply online through QuickTax or in person at City Hall at 414 E 12th Street.
