    Retail Alcohol Impact Area Ordinance

Kansas City approved the Retail Alcohol Impact Area Ordinance (260250) to address ongoing public safety, health, and neighborhood stability concerns in specific corridors by placing targeted restrictions on certain retail alcohol sales. The ordinance focuses on reducing issues like public disorder and frequent service calls while allowing most alcohol sales to continue, with exemptions for grocery stores and on-premises establishments.

Shortly after approval, the City Council amended the ordinance to remove the Midtown Corridor from the designated impact areas. The policy now applies to the Blue Ridge, Central Business District, Independence Avenue, and Prospect Avenue–Southeast corridors. Together, these actions reflect the City’s effort to use targeted, data-informed strategies to improve neighborhood conditions while remaining flexible through ongoing review and adjustments.
